This course is designed to introduce students to the underlying theories and principles that shape the field of ESOL. The legal and professional issues which have shaped and influenced the field will be explored. The course will focus on the theories of first and second language acquisition as well as the general study of language, communication, and literacy development related to classroom instruction and assessment for limited English students. Special attention will be given to the subsystems of language, role of language transfer, BICS and CALP, language pragmatics, and cultural issues in communication. This course is designed for majors of elementary education, early childhood, special education, and English/language.

This course is designed to provide subject areas teacher education majors with an
overview of ESOL (English for Speakers of Other Languages). It provides essential
ESOL competencies and skills need to work with secondary ELLs (English Language Learners)
in the system of public schools.
The course is design to provide an overview of the legal, historical, sociological, and programmatic issues of ESOL. It also provides the knowledge base and practical applications in the areas of cross-cultural communication, related aspects of applied linguistics, specific ESOL strategies for content area instruction, curriculum and materials, and testing and evaluation. The course provides three credit hours of ESOL knowledge and skills equivalent to the 60 hours of inservice training provided at the school district level to complete the ESOL endorsement that is required by the Florida Department of Education. By completing the ESOL endorsement prior to graduation, the basic subject area teachers would have completed all requirements for ESOL and would need no further required training for endorsement.

TSL 5700 - ESOL Issues and Strategies for Other Professional Educators: The Course for School Administrators and Guidance Counselors – Category IV
This course focuses on major issues in the administration of programs designed to
serve English language learners in the public schools Pk-12. It addresses specific
legal, sociological, psychological, and philosophical issues concerning program development,
administration and program maintenance to serve English language learners. Emphasis
is placed on the roles and responsibilities of school administrators, school psychologists,
guidance counselors and social workers regarding issues of language development and
learning, curriculum and instructional management, testing and assessment, cross-cultural
communication and sensitivity, and school-community awareness. Students will be involved
in field experience opportunities as a means of applying concepts and research to
real life issues. ESOL Standards for Administrators, Language Arts through ESOL, Florida
Management and Leadership Licensure competencies for the Florida Educational Leadership
Program, and appropriate NCATE Guidelines serve as a basis for this course.
